Background:
Secretary of SRS Rob Siedlecki, Jr. announced that effective July 1, 2011 the practice of proration will cease as policy practice in Kansas. Kansas is the first state to reject the policy which will result in millions of taxpayer dollars being saved. At least 40 other states currently practice proration at extreme cost to all taxpayers.
The termination of this reform is estimated to save Kansas taxpayers more than $500,000 per DAY.

Governor Brownback Deserves Credit for Appointing SRS Secretary Rob Seidlecki, Jr.

The Brownback Administration is to be commended for welcome changes in both policy and personnel that promote efficiency, fairness and compliance with both state and federal laws.
Recent Brownback appointee Secretary of SRS Rob Seidlecki, Jr. has taken action to address the unfair, illegal and financially corrupt practices routinely employed during the qualification and eligibility evaluation of Kansas families legal and illegal.
A preliminary investigation called for by Secretary Seidlecki revealed that the process of "proration" must be halted by July 1 of this year in order to bring Kansas into compliance with federal law. A common and mandatory practice called proration has provided preferential treatment to families containing non-citizens in conflict with both state and federal law. The result of proration is that illegal non-citzens are given preferential treatment when applying for Kansas taxpayer funded welfare.
This practice of proration according to Barbara Paulius a recently retired regional federal auditor estimated that the practice is likely costing Kansans a $1/2 Billion per year.
Secretary Seidlecki's initiatives include:
*Multiple high level personnel have been terminated and replaced.
**Actions to prevent the use of fraudulent social security numbers by illegals or anyone else during the benefit application process.
***Threats of dismissal &/or prosecution will no longer be used as a tool to silence decent state employees who find false identification, false reports, bad social security numbers, etc. . . . A common tool previous administrations used to keep this abuse of public funds & trust undercover and out of the taxpayers knowledge.
What results of these decisive actions may be expected?
*Kansas will be the first state in the union to have practiced proration and rejected it as unfair and corrupt practice.
**Cost of the food stamp program and other services per capita will be substantially reduced.
***Benefits and services will be distributed in greater if not complete compliance with federal law.
****SRS managers and employees are being encouraged to speak out when something fails the smell test for fairness and legal compliance.
Kansas taxpayers will certainly be the beneficiaries to a more compliant and fair administration of its social services. They have good reason to better trust state government and expect both better services and more economic growth to boot!
